Il  10 febbraio entra in vigore il nuovo regolamento sulla etichettatura dei prodotti per celiaci


E' stato pubblicato sulla Gazzetta Ufficiale dell'Unione Europea ed entrerà in vigore il 10 febbraio 2009, il nuovo regolamento Ce n.41/09 sulla composizione ed etichettatura dei prodotti alimentari adatti alle persone intolleranti al glutine.
Avevamo già affrontato l'argomento nel mese d'ottobre, ma ora che il nuovo regolamento è stato ufficialmente pubblicato sulla Gazzetta Europea ed entrerà in vigore fra meno di 20 giorni, sarà meglio abituarci alle novità che esso comporterà.
È bene precisare che per consentire alle aziende alimentari di adattare il loro processo di produzione alle nuove disposizioni, il regolamento si applicherà a decorrere dal 01 gennaio 2012, tuttavia fin dal 10 febbraio 2009 potremo trovare in commercio dei prodotti che sono già conformi alle disposizioni del regolamento e pertanto si avvalgono già della dicitura "a basso contenuto di glutine".
Vediamo ora nel dettaglio le novità che incontreremo:
In tema di composizione ed etichettatura degli alimenti il regolamento prevede che:

" I prodotti alimentari contenenti ingredienti ricavati dal frumento, segale, orzo, avena o da loro varietà incrociate, lavorati in modo da ridurre il contenuto di glutine, dovranno riportare le seguenti diciture:
a) " senza glutine" quando il contenuto di glutine è inferiore a 20 mg/kg
b) "con contenuto di glutine molto basso"quando il contenuto di glutine è compreso tra 20 mg/Kg e 100 mg/kg.
" I prodotti alimentari contenenti ingredienti che sostituiscono il frumento, segale, orzo, avena o da loro varietà incrociate non dovranno avere un contenuto di glutine superiore a 20 mg/kg e dovranno riportare la dicitura "senza glutine".

" I prodotti alimentari contenenti ingredienti che sostituiscono il frumento, segale, orzo, avena o da loro varietà incrociate e al contempo contengano anche ingredienti ricavati dal frumento, segale, orzo, avena o da loro varietà incrociate e lavorate in modo da ridurre il contenuto di glutine, dovranno riportare le seguenti diciture:
a) " senza glutine" quando il contenuto di glutine è inferiore a 20 mg/kg
b) "con contenuto di glutine molto basso"quando il contenuto di glutine è compreso tra 20 mg/Kg e 100 mg/kg.
In tema di materie prime utilizzabili per i prodotti destinati ai celiaci, il nuovo regolamento prevede la possibilità di utilizzare:

" frumento, segale orzo e avena purché siano specialmente lavorati per ridurne il contenuto di glutine entro i limiti sopra indicati.

" l'avena pura (cioè prodotta, preparata e/o lavorata in modo da evitare una contaminazione da parte del frumento, delle segale, dell'orzo o delle loro varietà incrociate) a condizione che il suo contenuto di glutine non superi 20 mg/kg.

Queste le novità, ora se ne avete voglia, vorremmo provare a commentare con voi le nuove disposizioni offrendo due sunti di riflessione personali, ma restando aperti a qualsiasi altro suggerimento.

1° spunto di riflessione:

La commercializzazione in Italia di prodotti con contenuto di glutine compreso tra le 20 e le 100 ppm

La premessa n. 6 al regolamento afferma che "Alcune persone intolleranti al glutine possono tollerare piccole quantità di glutine, che variano, entro certi limiti, da persona a persona. Per consentire a chiunque di reperire sul mercato una varietà di prodotti alimentari adatti alle proprie esigenze e al proprio livello di sensibilità al glutine occorre garantire la disponibilità di prodotti con diversi livelli ridotti di glutine, sempre entro i limiti suddetti. È però fondamentale che i diversi prodotti siano correttamente etichettati per garantirne un corretto utilizzo da parte delle persone intolleranti al glutine, e che gli Stati membri organizzino campagne d'informazione a riguardo".

Dunque se fino ad oggi nel nostro Paese potevano essere venduti come prodotti destinati ai celiaci solo quegli alimenti il cui contenuto di glutine fosse inferiore alle 20 ppm, dal 10 febbraio potremo trovare anche alimenti con contenuto di glutine superiore, purché compreso nella soglia delle 100 ppm.
E' vero che i celiaci di taluni Paesi Europei consumano già prodotti il cui contenuto di glutine è pari alle 100 ppm.
E' altrettanto vero che il nuovo regolamento ci tutela sancendo l'obbligo di riportare sulle confezioni la dicitura che ci avverte che il prodotto non è completamente privo di glutine, bensì è "con contenuto di glutine molto basso".
Ma un dubbio sorge: innalzando di 5 volte il limite massimo di glutine presente nel prodotto finito, come potremo essere certi che la quantità complessiva di prodotti dietetici che mangiamo giornalmente possa rimanere inalterata? Dovremo forse ridurre detta quantità di 4/5? Oppure da qui al 10 febbraio il nostro intestino, che attualmente tollera senza conseguenze negative un limite massimo di 20 ppm, si sarà "europeizzato" e sarà in grado di sopportare una dose maggiore di glutine?


2° L'utilizzo dell'avena come ingrediente puro.


La premessa n. 5 del regolamento giustifica l'impiego dell'avena nei prodotti destinati ai celiaci affermando testualmente che "La maggior parte, ma non la totalità, delle persone intolleranti al glutine può inserire l'avena nella propria dieta senza effetti negativi per la salute. Si tratta comunque di una questione ancora oggetto di studi e ricerche da parte della comunità scientifica. Uno tra i principali fattori che danno adito a preoccupazione, tuttavia, è l'eventualità che l'avena possa essere contaminata da frumento, segale od orzo durante la raccolta, il trasporto, la conservazione e la lavorazione dei cereali. Pertanto nel quadro dell'etichettatura dei prodotti in questione è opportuno tenere conto del rischio di una contaminazione da glutine nei prodotti contenenti avena".

Il Comitato Scientifico Nazionale AIC mantiene una posizione di cautela ribadendo il divieto precauzionale per i celiaci a consumare l'avena, in attesa di studi che chiariscano definitivamente la questione della sua potenziale tossicità.

Quindi non sappiamo ancora nulla di certo sulla tossicità di questo cereale, che con le sue "avenine" (corrispondenti alle gliadine del grano) è capace di stimolare una risposta immune a livello della mucosa intestinale di taluni celiaci.


Dunque, volendo trarre delle conclusioni dalla lettura del regolamento, potremmo dire che in un mondo che dovrebbe farsi carico di tutte le differenze anche noi celiaci dobbiamo abituarci all'idea della diversità e ammettere che ci sono alcuni di noi che sono "meno intollerante di altri" al glutine o all'avena.
Ora però nasce un problema, come si fa a sapere in quale posizione si colloca ciascun celiaco? Come sapere se si rientra tra i fortunati di cui alle premesse 5 e 6 del regolamento?
Forse bisognerà sperimentare i prodotti con contenuto di glutine tra le 20 e le 100 ppm per vedere se l'intestino regge l'impatto. Ma coloro, e sono tanti, che sono arrivati alla diagnosi senza avere mai avuto alcuno dei sintomi tipici della celiachia quali segnali di malessere dovranno ricercare per capire il grado della propria intolleranza?

Forse, tutto sommato, era meglio se l'Europa si fosse adeguata agli standard italiani e avesse mantenuto una posizione prudenziale sia per il limite massimo di glutine consentito nei prodotti finiti, sia per quanto riguarda l'utilizzo dell'avena pura.
